Trail Overview
Non-Resident OHV permits apply to ATVs, UTVs, and dirt bikes. Plated street-legal vehicles typically do not need one on legal motorized routes. Horse Heaven is a moderate 4x4 trail in the San Rafael Swell that connects multiple recreation areas while offering a mix of terrain and wide open scenery. Named for the meadows and shaded canyons once frequented by horses, though pronghorn are more commonly seen today, the route provides a steady progression for drivers looking to move beyond basic dirt roads. The trail twists through desert scrub and across rocky washes, with surfaces ranging from dirt and gravel to scattered rock and uneven sections that require high clearance and durable tires. Mild hills with loose dirt and embedded rock can require 4lo range gearing, especially in wet conditions, but the trail remains approachable for beginners with capable vehicles. Along the way, you'll be rewarded with expansive views of the surrounding San Rafael Swell, making it as scenic as it is engaging. While there are no established campsites directly on the route, it pairs well with nearby trails like Cottonwood and Big Flat to create a longer backcountry overland loop.

Difficulty
This trail leans toward the easier side of moderate but has enough features to keep drivers paying attention. Most of the route consists of dirt two track and open desert riding, making it very approachable for stock high clearance 4x4s. However, scattered rocky sections, uneven ledges, and small wash crossings require careful tire placement and slow speed crawling in a few spots. The loose rock hill and off-camber areas add just enough challenge to prevent it from being rated easy, especially in wet conditions where traction could become an issue. Overall, this is a solid beginner to intermediate trail that offers light technical driving without serious risk.
History
The San Rafael Swell is a massive geologic uplift shaped by erosion into canyons, mesas, domes, and reefs. Many roads in the region were later used for ranching, mining, and energy exploration, creating the access routes travelers still use today.
