Drive the paved road all the way from Highway 66 through the Emigrant Lake Country Recreation Area (there is a fee to enter) to the trailhead in a dirt lot at the northeast end of the RV camping area. From here an obvious, flat trail goes along the lake for 0.2 mi to a rock climbing area. Here the trail forks. The left fork (which is the gpx track) climbs up and over the rock climbing area and descends steeply to the west side of the dam. The right fork continues on level until it reaches the base of the cliff forming the west side of the dam. Depending on the lake's water level, it's easy to scramble through the rocks a the base of the cliff and climb up to the west side of the dam.
The county owns the strip of land around entire lake.
